EU Imposes Final Anti-Dumping Duties on Chinese PET Spunbond Nonwoven Fabrics

2026-11-04
On October 30, 2026, the European Commission announced its final anti-dumping determination on certain PET spunbond nonwoven fabrics originating in China. Final anti-dumping duties ranging from 39.8% to 48.1% will be applied for a period of five years.
Earlier, in May 2026, the EU had already imposed provisional anti-dumping duties on the same products, at rates between 45.6% and 50%. The final duties are slightly lower than the provisional rates.
The products under investigation mainly include polyester filament needle-punched nonwoven fabrics, which are commonly used as base materials for building waterproofing membranes and roofing projects. The case was initiated following complaints from local industry players in Germany, Italy and France. The related EU market size is estimated at around €200 million.
It is important to note that this measure targets PET spunbond nonwoven fabrics, not all nonwoven products. For buyers sourcing PP nonwoven fabrics, agricultural nonwovens, construction protection fabrics, wiping fabrics or packaging materials, these products are not directly covered by the current final determination.
However, this case still reminds overseas buyers and importers to confirm product material, HS code, end use and applicable tariff treatment before placing orders, especially for shipments to the European Union. Clear product documentation can help avoid misunderstandings during customs clearance and cost calculation.
As a nonwoven fabric manufacturer, we will continue to monitor changes in international trade policies and provide clearer support on material specifications, test reports, HS codes and compliance documents. If you are sourcing nonwoven fabrics, please feel free to contact us for the latest product specifications, quotation and samples.
